Putin Gets His Own Army
http://www.bloombergview.com/articles/2016-04-10/putin-gets-his-own-army

President Vladimir Putin has overhauled Russia's law-enforcement operations (http://www.bbc.com/news/world-europe-35975840) to create a domestic army that ultimately would answer to him personally, not to one of the government ministers. It was the clearest demonstration in years of the Russian leader's concern about preserving his power.

Some lite news. Franck Cammas, French circumnavigator extraordinaire with a little fun project among many, including preparing for the next America's Cup. In the video it sounds like he's prepping the boat for singlehanded sailing.

Cash, Candy, and 'Collateral Damage': An Anatomy of a CIA-MI6 Drone Assassination

https://news.vice.com/article/cash-candy-and-collateral-damage-an-anatomy-of-a-cia-mi6-drone-assassination-1

What seems to get lost in all this is how many fewer collateral damage losses there are with newer technology like drone strikes.

Lost or cast aside for the money shot (headlines). Otoh I believe loss of the so called hearts and minds, and why is the primary story.

Russian Security Chief Makes Putin Seem Tame

Bastrykin's proposals start with the development of an official national ideology to make young people more resistant to radicalization. But that won't be possible without censoring the Internet.

SpaceX breaks Boeing-Lockheed monopoly on military space launches
http://www.reuters.com/article/us-space-spacex-launch-idUSKCN0XO2TC

The $82.7 million fixed-price contract awarded to Space Exploration Technologies, as the company is officially known, covers production of a Falcon 9 rocket, spacecraft integration, launch operations and spaceflight certification.

So it seems SpaceX is financially responsible for the recovery stage on its own, as it should be. Of course imo once Boeing-Lockheed develops its own recoverable boost stage, they will *have* the government insure recovery. That unless SpaceX becomes a significant enough success to break the monopoly, encouraging other competitors to enter what would become a more healthy market.

Blast in Central Park severs man’s foot.

A blast in Central Park severed the foot of a young man visiting New York from northern Virginia Sunday, witnesses said. The NYPD’s bomb squad was investigating the area of the park near E. 68th St. and Fifth Ave. Witnesses said the victim stepped on a device or fireworks, causing the blast. His foot was “all but gone,” one witness told the Daily News. Two of the victim's shocked friends described the ghastly sight moments before being taken away in an ambulance.

I call BS on the “fireworks” claim. Fireworks don't go off when you step on them. This was some form of pressure triggered explosive.

Rio police tell tourists they won’t be able to protect them during Olympics: ‘Welcome to hell!’

Rio de Janeiro police officers are warning tourists that they’re on their own this summer as the Brazilian city struggles to cope with rising violent crime ahead of the 2016 Olympic Games.

About 100 Rio state police officers protested last week in the arrivals hall of Rio’s main international airport holding banners that read “Welcome to Hell,” Agence France-Presse reported.

“Police and firefighters don’t get paid, whoever comes to Rio de Janeiro will not be safe,” the sign said, CNN reported.

“We are here to show citizens and tourists from abroad the realities of Brazil,” said veteran police Officer Alexander Neto, 56. “They’ve been conned and we, too, have been conned. You have to understand there is no public security.”
