I have just obtained my first military clip Sheaffer. The vigilant. While getting the ossified sac I slide my dental tool along the inside of the barrel and hit something that stopped the tip abruptly. I looked inside and saw what I thought was a metal ring like the one in the barrels of an Esterbrook. Upon better observation I saw striations on this "ring". It seems like they left the bottom of the barrel(tail end) thicker inside than the rest of the barrel. Maybe about 1mm thicker. Am I imagining things? Was there a reason for this?

Just the groove for the snap ring that serves as the lever pivot.
