Nib looks to be steel. Maybe fine?
Cap is pull off type. When capped, cap wiggles a bit due to silver-toned ring that keeps the cap capped. I do not think it is a defect, just the way the pen was made back then.

Some micro scratches, but is as close to new as you can get.
