Would it be eligible for a nib swap. As I understand it Pelikan has this service.

For a USA buyer it would only be eligible if it was bought from a US dealer. It might also have to be the original buyer, not sure on that count if it was in the time limit.
Since this seller is in Lithuania, Europe...
