You should be able to leave feedback by clicking on their username, followed by "View Profile", then once you are on their page, click on the tab that says "Feedback Score." Once there, there will be link under the current feedback that says "Submit feedback for ________" and that should do it for you. So for example, if I wanted to leave feedback for you, I would do the following:
