I have this metal pen that looks a lot like a Sheaffer Targa but has a black dot on the clip. (I just realized I didn't fully close the pen before taking the picture)

40617

However it has a Pilot nib, that appears to be steel and is marked: Pilot <F> ROK

40618

The cap has what appears to be a "Q" on the top which I would guess is some kind of advertising.

żDoes anyone know the model of this pen? żApproximate age?

That "Q" is a "P" for Pentel. As for when, hopefully someone with more knowledge can help.
I enlarged your photo and the cap says pilot...l have seen the "P" logo on their Pentel RS3 rollerballs...hummm.

Ok so far we have a pen that looks like a Targa, has a Pilot nib and a Pentel logo... :noidea:

PS. Upon further inspection the nib also has the "Q-looking P" logo, just below the <F> and above the ROK inscription. Sorry but I can't take a decent closeup picture.

Presumably ROK is Republic of Korea. I have seen Korean Pilots before.

Yep! I put your new info in and FPN has one on the first google hit. The only difference is the logo at the top is totally different. Rest of the pens are a match up. Oh a Pilot TOW.

PS. Speerbob is still selling these pens.

Certainly ooks like a "frankenpen." That's definitely a Pentel logo on the cap top. The cap/body may have been from Pentel and then the nib assembly from Pilot. Looks very much like one from a Volex. On occasion, I have seen pens from Korea that were peculiar, assembled with a variety of parts to create a "new" pen. This looks to be one of them. For a time, both Pentel and Pilot had production facilities in South Korea. I'm guessing that at some point when production ceased, left over inventory was auctioned off rather than shipped back to Japan. And as such, some enterprising company(ies) went about assembling and making local sales in Korea. A seller like speerbob occasionally gets inexpensive lots of pens that can originate from such a source.

I do not think it is a frankenpen, but just a Korean Pilot.

That Q is not a Q, but a P. That is only one of the logos used by the Korean Pilot (https://estilofilos.blogspot.com/2014/01/koreana.html).
