This is a fountain pen, also made of Japanese ebonite. The barrel and section with a classic "kuro roiro shiage" finish. The cap with an "ishimeji" stone surface on which a plaque is built in "Ryukyu Tsuikin" technique. It was the idea to imitate a piece of old broken ink cake.
In this specific technique pigments are mixed with Urushi to a sort of putty. This paste or putty is applied on the ishimeji ground in thick layers. The details are shaped with spatulas and other tools and engraved after drying. Finally the piece is lacquered and partially polished.
For Ryukyu Tsuikin, I personally prefer adding some iron powder to the mixture which allows the relief to become extremely hard
