I think it depends upon your evil plan for world domination.
Plans that require specialised or trusted actions to succeed require Henchmen - a small band close to you.
Plans that require onslaughts, risk mass casualties or hinge on force of numbers to succeed require minions.

Take your pick

For some reason, in my mind, minions are higher ranking than henchman. I'm thinking of Austin Powers and can see Frau and Number 2 as minions of Dr. Evil but the people with the guns and bodyguards are henchmen. These aren't true definitions, just what I think of when I hear those words. Minions are in the "know" while henchmen just do what their told. As maneuver implies, you really need both in order to take over the world ;)

Definitely minions. With enough minions there's no need for "henchmen".

I do not see Stormtroopers nor bounty hunters as a choice.stormtroopers are minions. The red-suited ones are more like Henchmen I suppose. Bounty hunters are like freelance henchmen but less reliable.

For those of you still wondering, minions are paid in fear. Henchmen in skulls.

For my lifestyle, a handful of good henchmen will do.
