Does anyone else read these bizarre cultural gems on the BBC website? "The past is a foreign country" all right! I put it down to lead in the water pipes.

What are you putting down to lead in the water pipes - crazy people tearing up the balloon or people reading about it today? :-)
On the one hand, it seems absurd, and one wonders if the riot was incited, or reported with bias, or if the beer vendors had maybe been a bit overenthusiastic while the crowd waited, or, yeah, if there was something in the water...
However, on the other hand, you have the coverage of the Walmart (http://www.nydailynews.com/new-york/worker-dies-long-island-wal-mart-trampled-black-friday-stampede-article-1.334059)where a holiday shopping stampede killed people, leaving you with the certainty that people have not necessarily improved much.

My answer to your question is "not often enough" quite obviously because I really enjoyed reading this one. Thanks for posting the link.
