As a Newbie to FPs and this forum, I have a basic question. What is the best way to remove fine scratches from a Montblanc 149 barrel and cap? Also, after scratch removal what is the best way to shine up a pen? Forgive me if this question has been asked before.
Polishing a pen properly is not easy, and if you use it afterwards you will have those scratches again.
I would just forget about it and leave those scratches alone, they are a sign of usage.

Any pen deserves a cleaning and removing Micro-scratches.But not by cleaning a wet towel. "This services" No exceptions to mb pens. All the old searches removed are not generated by you.
So How the hack those scratches will appear again as new. It will be new Crappy stuffs that will appear as you use the pen carelessly. IS THERE ANY COMMON SENSE ?
I believe that Ron Zorn recommends nothing more than a Sunshine cloth but you would still need to be very careful near to the gold plated trims. Don't rub the metal hard with anything.

Back in ancient times, 6-7 years ago and before....everyone **on FPN used Semi-Chrome a light chrome polish; applied by bare finger tips, buffed with a flannel cloth, 2-3 times did for most scratches....if one wanted more NOS one could do it 5-6 times.
Gouges was something else....more Dremel and jewelers rouge.
** Before Chinese pens took the market, folks and noobies use to buy old used pens, and had to polish them. Unknown today in the cheap new pen market.
Back when it was first coming in, Novus refused mail to Germany so I stayed with Semi-Chrome.....still works good, not as good as the three level Novus.
I'm not going out of my way to get Novus, in back in the day, when I had more old used pens, they didn't want my business.

I don't know the difference between the two Novus polishes.
Then you wax your pen, Renascence wax is recommended.
Any pen that is posted, don't mar when waxed.
Also one should try to polish down the inside threads of the cap, in that can be a problem also....where one has cap scratches from just screwing the cap on...with out posting.
I'm sure there is better than a cloth towel saturated with Semi-Chrome for internal cap polishing. But it worked. I had two trouble pens; one it worked on quick, the other took three times.
I bought many old used pens with out mars.................some of course with them. I polished the mars off......simple and easy and quick.
Mars are relatively rare after polishing....especially after waxing. I've never had a mar on a waxed pen.

Now, what I was telling the OP, is that even if you take your time to properly polish a pen, as soon as you use it again, those micro scratches will appear again.
There is no magic solution to keep a pen scratch free, if you use it.
Just get some precious polish and go at it.
