I don't know whereabouts in the world you are but you might try looking on Amazon or at online pen/stationery sellers that might be available in your Country. Especially when they have sales. Envelopes and paper don't necessarily need to match. They might be less expensive if you buy them separately. :)

Goulet has Clairefontaine — 25 count A4 envelopes and 50-sheet A4 pad for $5 each. I have both and the paper is truly excellent.
Only $10 for top end stationery to write 25 letters seems like an excellent value to me.
You might find cheaper but the paper simply won't compare.
The only downside is the paper is white. I wished I could find an off white set...
Oddly enough, I found good stationery sets at thrift stores. They are usually unused and still in their original packaging (if not shrink-wrapped), and they are CHEAP! I've found all combinations of linen, parchment, and "normal" paper, in addition to specialty paper from different countries (Italy, Japan, China) that people purchased on their trips and never used. I think stationery paper consisted of better quality paper in general in the past, and they've been all fountain pen friendly for me so far, including a plain paper and envelope set from Hallmark from 1994, which turned out to be on par with Clairefontaine, which is saying something!
I recently purchased Strathmore 500 sheet premium writing paper 6x8 inches and 4.75x6.5 inch 25 envelopes on Amazon for less than $20 total.
I checked prices for Clairefontaine Triomphe A4 writing paper and DL envelopes on Cult Pens last night. £4.40 for the paper and £5.40 for DL envelopes. That converts to $12.11 for the set at full price. Yesterday it would have been 10% less with the discount offer. It's very nice FP friendly paper. :)
I use a paper cutter and split the big Rhodia sheets to half size.

Try KindWordsStationery on Etsy. The owner does cute sets but will work with you if you don't like what she has. You can also choose lined or unlined Tomoe River paper.
Bond, Basildon Bond - crisp and very fountain pen friendly.
Their Airmail stuff is blue and light which makes it ideal for international postage. Their champagne is ideal for brown inks. You will get matching envelopes.
Amazon sells the stuff - and you get matching envelopes.
I use A5 paper and C6 envelopes.

I use A5 Clairefontaine stationery pads and their small envelopes. Or else Tomoe River. One of my penpals made his own envelope--I think some others here have done so, too. Edit. I see I already replied to the op.
