Help with identifying this Canadian Parker 51 vac + restoration in Toronto?

I have this beautiful made-in-Canada Parker 51 vac, and need your help:

1) I wonder if anyone knows any of the history behind this particular model?

2) Any good referrals to someone who may be able to replace the vac and do a general refurbish of the pen for me?
