Deleted Mail Still There

I have been here a couple years or so and still don't get the mail problem. My fiance builds PHP sites for a living and i've never seen anything like it. Usually you can delete emails. I tried emptying my full message folder but everything is still there.

But the counter to see how full your mailbox is did get reset.

Yes, the counter always shows it's been emptied.
