Nope it's also not BSB, in fact it is not a Noodler's ink (I have a few but not BSB).

Nevertheless I would like to try BSB some time, but these inks are really hard to get in Europe (at a reasonable price).
I heard that the bright color will degrade to a normal blue value quite soon (and of course there is still the open question which pen to sacrifice for that ink)
