The picture definitely looks blueish to my eyes but based on the hints I'll stay away from blue-ish teals. There's a handful of Iroshizuku inks that I think might be the mystery ink but I'll limit my guess to Syo-Ro (this is still a blue-ish teal but not as blue as my initial guess).
How about Iroshizuku Shin-ryoku?

That's blue? It must be a blue-black, so since we just had a Pelikan ink I'll guess Pelikan 4001 Blue-Black.
