Hmmmm, ..... you did not wrote which pen you used.
Could it be that you use a cheap pen which is dedicated to this ink as most of the people using this legendary toxic staining ink do so.
Could it be that this is the infamous Noodlers Baystate Blue?

Update to the new ink:
I have to relativate my critique about the smearing.
My point was that with the Waterman 52 I used first which layed down seas of ink it smeared quite a lot even when dried.
I´ve checked it with my writing with the TWSBI 580- F today again and the smearing was not that bad.
Yes it smears a bit if you rub hard and intensive with your finger, but I would say it´s good enough for writing you do not touch often.
So yes it is prone to smearing due to it´s nature as high saturated ink, but not catastrophic.

Here you can see the color and the green sheen clearly.
When I was frustrated with it´s behaviour in the Waterman 52 I dumped the remaining ink to a sheet of paper.
And I have to admit the color is nice and the sheen also.

I don't like smearing of any kind, Ptero.
But I like the splash.
Maybe it'll be Ok for drawing...
