I am afraid not. Robert Oster inks are fairly well known. This is isn't very well known in the West.

Perhaps it would help to have another clue.

None of the brands mentioned are this brand.

Let me summarize the clues:

1. I found it in my international travels.
2. The ink manufacturer also makes pens.
3. It is not an ink that most North American and European retailers carry.
4. The quote may give some clue to the ink name.
5. Complements to mizgeorge, "clouds" is not in the name of the ink.
6. None of the brands mentioned so far are this brand.
