I was discussing this on another forum and the general consensus is that the issue regarding the InCo list is around who to write to. With just a list of names and addresses there's no context unless you have some other potential connection in the name or the address. I had one InCo surprise letter in my mailbox this time because the person happened to travel to where I live so they had something to write about.
LetterMo has you fill out a basic bio so at least you can search on potential writing topics.

I narrowed my choices to very small towns in Texas and still got a list of 24, not including my own.
4 in, one InCo reply (thank you, Voiren), and one out to another tiny Texas town.

I don't think it's the size of the list itself. It's, as allanorn said, that there is not context for selection. I tend to look at the comments, here or other places I visit to see if I can find people who I think might be interesting. The "Hi. I can't wait to receive lots of letters." posts with nothing else don't do much to attract my interest. And trying to wade through the list is daunting.
I have been picking people from looking for words or numbers in the address. One book I chose to look for a word or two to find was one of Roald Dahl's .. and that provided a subject to write about. Before lettermo and incowrimo, I tried penpal sites where you have profiles, looked for commonality. Not one initial connection through there has stood the test of time, no more than a year or so. I wrote then to at least 50 people with things in common. It just didn't work for me.
I have some penpals through postcrossing. I also have a couple assigned by random (not through matching) and they are lovely. Incowrimo has helped me find more lovely people to write to.
I replied to two today, so am back on track!
That is 20 out to 18 people, 5 in, of which one random. That's ok
3 US, 3 elsewhere, the rest UK. I plan to send a few more to different countries in Europe.

Three letters arrived for me today! Two replies (one from Chrissy ) and one new random one from very far away. I'm just finishing off writing mine.
I've been trying work out if I should send anyone a digression on random number generation, but I think that may be a bit too niche for a first letter!

Today I did not, but I managed six in six last week. All postcards to my lil' 'ol widder woman, for whom February lies heavy and I vowed to correspond regularly as a result.
