Just for clarification, it is the original value of the registration when first purchased from the issuing authority (less tax and assignment fee, one might presume); so, a plate which had an original value of £250 but has been resold by a broker or at auction for £5000, for example, will still only return a refund of £250.
Interesting, yes, as it makes the title a sort of cash bond attached to the life of the holder.
I considered the fast Minis - Cooper S, 210 Works, and JCW - recently when shopping around for a new car; was getting offers of c. £16k, £18k, & £21k respectively.
Now i see the JCW listed at $31800 on the Mini USA website, I wonder if you'd save anything importing one yourself? You could deduct another 20% as you'd not be paying VAT!

It might. I had a German colleague who worked in the US for 2 years and had purchased an AWD BMW 3-series while here. When he was figuring things out to return home, he found out that it was more economical to take it with him than to buy one somewhere in the EU. I believe he did have to purchase a new boot lid because the EU plates wouldn't have fit on the NA format. There might have been other panels he needed to purchase, but this was 6+ years ago, so I'm a little fuzzy on the details.

My husband actually picked the color out for me. I was being very indecisive, so he basically did the online customization thing for me and said, "You're getting this". Glad he knows what I like sometimes better than I do!
The funniest part is that once it got into the dealership, all of guys in the shop wanted to keep it there!
And so they ordered the exact same color scheme in a Cooper and Cooper S in their next allocation! The S ended up with someone who lives near me. I see it all the time and think, "oh look, Mini Me!"
Unfortunately we can't do that in the US due to a ridiculously outdated import law. We can't import any cars for road use until they are 25 years old. Mainly because back in the 80s, people figured out it was cheaper to import expensive German cars directly from Germany instead of buying the ones built specifically for the US market with the excessive dealer markup. They threw a big fit and lawmakers passed the stupid 25 year rule.

I've noticed that the male and older female Mini drivers still wave. It's the Plastics who wanted a "cute" car who don't seem to care for the community at large. Even the service guys have noticed this. I think I am one of the few who sits and chats with them. Sometimes about the cars, sometimes about the various events being held (both official and fan organized), and sometimes about fancy pens. My first service manager became a bit of a pen guy after one of his clients brought him a FPH magazine
