It looks like an all plastic modern pen with a printed barcode on the end of the barrel. It could be a cheap fineliner or gel roller pen from a stationery shop.
Something similar to this maybe?

The picture looks like it was taken in a library. It might just be the type of pen one could pick up and write with in that library.

The cap of both Pilot Fude-Makase, and Pilot V Line pens is exactly the same as this one. Maybe this is a Pilot fine tip, or fine liner pen.
