Difficult to say. The converter looks a little odd. I take it it's a con-40, but the ones I've seen have little metal agitator balls inside. They don't show in the photos - but that may not mean anything...
The vendor's feedback seems ok.

The 78G was discontinued some time ago. They’ve recently resurfaced on eBay under the 78G+ moniker.
I don’t know if this is a Chinese company that jumped on the cult following of the 78 and is aiming to fill that gap with a closely-matched knockoff, or if Pilot sold the molds to a Chinese manufacturer, or if Pilot is allowing the pens to be made in China, as opposed to making them in Japan where labor is more expensive.
Either way it’s a 78G for the most part. And since the original 78G was discontinued, it’s not like you’re hurting Pilot by buying it from a Chinese manufacturer and seller on eBay as opposed to buying from them at a higher price.

I meant to post this yesterday but forgot. The OP made me curious and I got to thinking I might get one myself. Seems they are for the Chinese market, but they are made / licensed by Pilot China. There was discussion of this on fpn and it seems these pens show up on Pilot's Chinese site. Hope this helps. The blue model does indeed look nice.
