You could also ask which is the best dish, the best car, the best human, the best stone, the best dog races,.......
There are many quality pen manufacturer.
I see this is your first post here, I would suggest you think about what you really want to know, e.g. a pen recommendation and start again with a specific reasonable question to the community. .
(Assuming you want to get some real info and not just wanted to start a flame war as a troll)
An introduction in the “New Members” area would also be nice

This is where patience is needed, because you've provided no context for your ambiguous question.
More information is required. For what do you intend to use your pen? Personal correspondence? Drawing? Completing forms? Display for prestige? Reliable writing instrument? Or...?

There is also the issue that a brand itself still says little about the object. Gillette makes razors; some really nice ones and some absolute junk. Ford makes cars; some really nice ones and some absolute junk. Montblanc makes lots of stuff; some really nice ones and some absolute junk.
If the question is rephrased and the audience identified you might be able to get some consensus. If you asked "Name a brand of pen?" and "Name a brand of fountain pen?" you would likely get at least two entirely different answers. If you asked the same question but only to an audience of pen retailers you would likely get yet another set of answers.
I think the answer to the question is not what the OP is aiming to get.

One perspective might be that there are a few brands which make 'best' pens, such as Pelikan, Platinum/Nakaya, and Sailor; I personally would have difficulty applying the attribute of 'best' to a pen brand which does not manufacture it's own nibs, yet there are always exceptions e.g. Franklin Christoph's JoWo made nibs after they have been finished by Mike Masuyama.
Obviously, and to concur with other's statements above, the quality of 'bestness' is subjective to the user and use; but really there is no such thing as 'best', only 'better'.

I think luck of the draw is absolutely right. I have many pens, old and new. My best pens are an old Conway Stewart with a fine/medium nib and a Sailor which I had to do some work on but which turned out great. It might have been any of the others but that's how it turned out.
