It's likely to be some sort of dummy advertising display cap from Parker.

It may actually be part of a pen screwdriver set. One of those ones where you just pull the screwdriver part out. The tines on the sides of them would allow it to sit in the grooves and turn as a screwdriver. I have no idea if it actually is but that was my first thought.

I also read somewhere (Richard Binder's site?) that at one time the 51 was so popular that people used to carry fake Parker caps in their pockets so it looked like they owned one.

That’s just too weird to be true.

Typically, the weirder something is the more likely it is to be true, I've found.

That said, I don't know that it's true, I'm just repeating what I'd read. Richard's site doesn't make it easy to link to specific topics, so here's a snapshot of the introductory paragraph:

Super awkward if someone asks to borrow your pen

Just point behind the person and say "oh my GOD! What IS that?!?!" ... When they turn to look, run away.

"Tales are told," indeed. That's a tale being told right there on the Web page.

As for the plausibility, does anyone reading this imagine dozens, hundreds, thousands of people going into shops that sell pens and buying only a cap? Where would those extra caps have come from? The keen student is invited, as an exercise, to try it and tell us whether the sale of a cap resulted. A few caps, just possibly. A meme or large cultural tendency, I rather doubt it.

It isn’t a functional cap. Still trying to figure what it is.
