Yeah, office intercom or perhaps even a speaker-phone was my first guess. Although, either one would require a microphone as well...
Any captain of industry or corporate exec would be proud to have such a stylish art-deco desk accessory

Well, it cleaned up nicely and now it's back in service! I did swap the strange telephone style speaker out for a normal 8ohm unit. The old speaker had, what looks to be, a date stamp of 1/53 on it. Which jives with the snorkel size trumpet.
I need to find a black snorkel desk pen now... The only one I've got is brown
Anyway, I've got it wired up to my 2m ham radio. It sounds great!
Now it makes sense! Great photo.
