Default Owls: Rocking blotter & blotter corners

I just found this fun owl rocking blotter and a set of the blotter corners for my desk. Vintage desk paraphernalia is a big passion of mine and once in a while I'll even use a rocking blotter.

Cool! How is the blotter paper held on to the rocker?

The blotter paper is wrapped around the bottom and then comes up about a ¼" over the top. The handle covers the edge of the paper and when it's screwed to the owl part with those big decorative knob/screws the paper stays in place. I'd never seen another rocking blotter configured like that.

That blotter rocks! (I can hear people groaning at the pun all the way out here.)

It really is a gorgeous piece. It's a shame that they don't make beautiful things like that anymore.

I wonder when it was made. Victorian era? Edwardian? Or maybe as recent as the 1930s? It's not art deco or art nouveau. I've never seen anything enough like it to be able to make an eddicated guess.
