Help with Parker Sonnet deteriorating finish

A red lacquer finish Parker Sonnet seems to be deteriorating on its own while in storage for a year and a half. It has developed a sticky, rough texture and it has chipped off in a couple places. It was used for only about a month before being relegated to storage. I'm keeping it for sentimental reasons.
