THE Charlex PEN?
I have from my grandfather a fountain pen one of the first in my collection. I can't find any information. He had it engraved with his name so I guess he didn't get it outside Belgium, but since he served in the British navy during the war and staid often in France (his preference), Germany (not his preference) and the Netherlands for his work as a self employed owner of inland shipping vessels it can be.
the engraving on the cap says 'THE Charlex PEN" Selffilling (Reg) the golden nib says "Garantiert 1a Qualität". It is a twist filler but one needs to be carefull since one can over turn it (just repaired excellently by Francis). the cap has a hard rubber top which is dark brown while the body is black. But here are te pictures to see for yourself:

Does anybody have more information on the maker?
thanks
