Yes, it's a lever fill at one end and pencil at the other. Barrel imprint is too feint to read. The nib is steel, warrented and Broad. Anyone want to take a guess at the maker?

They were a compromise meant to save money. A pencil for general use and a fountain pen (although with a tiny sac) for signatures for just the price of one pen.
At one time I was actively searching for one of those in a white cracked ice looking celluloid. It had the old imprint/logo of the company I work for. I found some really bad examples on eBay and just stopped searching after a while. I might try looking again.

I have something similar that smells like goat cheese (rotten goat cheese, mind you) and is in a puke pearl celluloid that is stained. UGH. Yours is much better!

I have several combos, they can be fun and practical. Unfortunately, most seem to be poorly made third tier pens (read: serious bottom feeders). I do have an Arnold and a no-name (It appears to be a Southern pen co) that are very nice writers. Interestingly, there were combos made by top line manufactures, Sheaffer seems to be the ones I stumble onto the most, that are very nice pens. (and so far have been out of my reach $$$ wise...)
