In your experience, is the EF a dry writer? I'm looking to add a Japanese EF to the rotation, and yellow appeals to me.

I wouldn't call this a dry writer. However, it is a Japanese EF. So, it may feel scratchy to people who are used to broader nibs and depending on the paper that is used.
