That is a really unusual finish. It looks like something that would have been aimed at the Asian market.
Vintage. Cursive italic. Iron gall.
It looks rough doesn't it, like silver birch tree bark, it was actually very smooth and very attractive.
That is a peculiar finish.
Maybe you find it listed in the Lady Sheaffer reference list at SheafferTarga.com.
Such as this one, finish is described as "brushed golden satin":

yes, there are different "brushed gold" finishes shown but I meant the one that is described as "brushed golden satin" which has the grain in the right direction. But the OPs pen seems to be different still.

I wonder if it started life as one pattern and became damaged. Then the owner tooled it into it's current finish himself? Or maybe it was a trial finish that ended up not being produced?
It's difficult to see exactly what pattern it is from those pictures but it doesn't seem to match one on the Sheaffer reference list.

It's the same shape as a Sheaffer Lady but whether it's the same size or not is difficult to imagine from the pictures. I guess a small inset flat nib would confirm it whether it was a Lady.

I think it must have been a Lady Sheaffer from the 900 series, although I cannot see the finish in the Targa website.

Just to note: the most complete set of ID/Resource pages at the site actually ARE the Targas. As the pens branch out to other modern Sheaffers, there are gaps, sometimes having model # but no other info (photos, etc), and some models not even listed. Some of this can even be chalked up to Sheaffers inconsistent cataloging of their own offerings. i recently tried to help ID a Lady Sheaffer for a fellow on reddit and it was not listed at SheafferTarga.com, but with a lot more digging another person finally came up with that particular finish... which was very much in line with yours: a gold finish model with a particular pattern or chasing.

Here's the thread on reddit where we were trying to ID a similar pen, which seemed to be a Lady Sheaffer 903. You'll likely notice similarities.

The "brushed golden satin" finish is shown at the very bottom of the Lady Sheaffer list, it is number 12 from the bottom and without model number.

The brushed finish on the 903 does not resemble the brushed pattern in the circular direction on the OP's pen. The 903 also has an additional pattern, on top of the brushes, that repeats every 1cm or so. That second pattern is not seen on the OP's pen.

I have looked through the Targa site, huge number of finishes of production pens and many more in the Prototypes. i can understand why someone might want to start a themed collection. I have not been able to find the precise pattern but will keep on looking.
I remember thinking that the pattern was like a silver birch tree done in gold and then lacquered.
