I'm no specialist in Sheaffer but I think that your pen is a Sheaffer Balance "Vacuum Fill Pen", so that you rather need a proper restoration of the several filler seals than an ink sac.

Christof is spot-on: Sheaffer Balance vacuum-filler. It's a little hard to tell which model (size) it is from the photo. This is *not* a pen you restore yourself if you have not done quite a few easier restorations. I would suggest looking at this restoration page on Richard Binder's site for complete information on the filling system. It's very educational.
