The second picture shows the nib to be marked M...I assume it's a medium.

Looks like it was issued in 1998 as part of a set representing the Chinese zodiac. Orange pens were Tiger, Goat, or Pig. This one looks like the Tiger to me.
Not sure on the filling mechanism but it looks to have a blind cap, so possibly a piston filler?
