I am using Noodler's Liberty's Elysium, it is best but on some paper the ink spread. Do you have any recommendation which is better then this ink?

Have a look through the Ink Reviews Index in the Ink Reviews forum to see what you might like. Everyone has their own favourite brands and colours. There are literally thousands of choices available from all over the world.

There are almost too many inks in that tone and shade.
Often times Noodler's inks err on the wet side. You can try getting samples close to the same colour and see which one you prefer.
What type of paper are you using?
Is you pen wet or dry?
You want a water resistant/proof ink or any ink goes?
Do you want shading/ sheen?
Far too many to name. I currently have about 20 pens all inked with a different ink. For a couple of months I've been using these

In terms of blues in the same range as Noodler's Liberty Elysium, you might want to consider Sailor Manyo Konagi or perhaps Birmingham Pen Company Ice Rink. Another mid range, not heavily saturated blue that is well behaved and also nicely wet is Pilot Iroshizuku Asa Gao. I would also recommend Pilot Iroshizuku Tsuyu-Kusa, but Pilot is discontinuing this ink (which is a shame since it is one of my favorite inks!).
Please note that all of the inks that I just suggested are not considered water proof or permanent.
