That is for a wristwatch, and in fact can be used for any wristwatch. Not sure how it can be used for a nib removal of a fountain pen though.
Check out Stephen Brown's disassembly videos. He shows how to disassemble the 146 and 149 nibs without any tools. The piston needs a tool though. If you are looking for that, then the ebay seller hasn't posted any for sale since August 22.

On the 149 and I assume the 146 the nib and feed is a press fit into a collar and the collar screws into the section. The tool only unscrews the Collar with the nib and feed still inserted, so it still need a knockout block and punch to remove it from the collar. It might be possible to just grip the nib and feed and pull them out or to use the method shown on the Stephen Brown video, but that might depend on the nib/feed having been removed in the past so not in quite as tight as it was from new. I know with my 149, it can be done by gripping the nib and feed and then just unscrew it, and it comes out with the collar attached without the need for any tool.
Another way of removing the nib/feed is to remove the piston and using a long punch and knockout block the nib/feed can be knocked out with the punch passing through the pen body.
Whatever method you use just be vary careful.
