VFM - a lower end Sheaffer, ranging from around $26, to $40 for pens with gold plated trim. The nib is not likely to be tipped, so will wear faster, how fast depending on how much you use it. I don't know if that includes a converter or not. If it doesn't have a converter with the pen, you'd do a bit better with a vintage Esterbrook with a 9000 series nib.

The Sheaffer VFM is a good starter pen. It’s easy to use, writes smoothly, and doesn’t cost much. Its light design makes it comfortable to use every day, so it’s a great choice if you’re new to fountain pens.

I second the suggestion by Ron Zorn for vintage Esterbrook. Find one with the very desirable 9461 Nib. I just sold my Esterbrook desk set fountain pen including three of those nibs.
