I had searched, and found only people asserting that Biden and Fauci both said it. I could find no direct quotes from either person. Just lots of assertions, like those being made here. I admit to not being a master of Google searches, but I tried a few different ways. The quote, as made here (above) is egregiously factually incorrect, which has made me suspicious about whether the quotation is actually accurate for anyone with knowledge of how vaccines work. But maybe somebody important said this at some point. But until I see its original fact source, I am skeptical that it is accurate.

I have heard this a hundred times before, always as a vague smear against Fauci. I stopped replying to it or caring, because I happen to know how vaccines work in individuals and in populations. Now I see it in quotes, which I took to mean precise words. No one I watched on TV or read about ever made such a claim, but I thought that maybe I missed something because it is now in quotes. If it is meant only as a strawman argument against a claim never actually asserted, I will go on ignoring the topic.

Yeah, I don't go for memes and pages from Canva, etc. That is not an original source (nor do I ever provide them here). I tried just the first Fauci quote, and just as before, I got no original hits: I cannot find where he ever said this. There are plenty of random (not news) people saying that he did, but they ascribe no original sources. It appears to be all just made up or some summary, put into quotes, of words other than those he actually used.
I'm not going to bother with the others. My skepticism remains.

Walensky was wrong in those statements, obviously.
Biden was also wrong in those statements.
I am trusting those quotations, although I have not looked them up myself (disclaimer).
I don't care about Maddow etc al. I assume that they are not always correct about science, and other matters.
I do expect a president, a director of NIAID, and the head of CDC to be correct about the basic operational efficacy of how vaccines work. I won't make excuses for them, except to say that in the case of Fauci--who I did pay some attention to--are described vaccine efficacy accurately many other times. But he should not slip up and make false promises even once. Not sure that he did, but maybe he did at some point.

If you look back through the Covid thread, I am fairly certain that you will find that I never made a claim about any guarantees of vaccine protection, nor about contagiousness, etc. I am no expert, but I understand how vaccines work and I already know that various vaccines have varying levels of efficacy in a population and various levels of risk to individuals.
I don't consider it propaganda to have initiated a vaccine effort (Trump) for the nation nor to launch a campaign to persuade the population (mostly Biden) to use the vaccine. If we have another pandemic and a vaccine to help curb it (or its symptoms) can be produced, I am likely to support those efforts. One can be supportive of the effort without making absolute claims (false) about the efficacy of a new vaccine.
