Exactly! These machinist's tool chests weren't designed to hold hammers and wrenches, but rather precision measuring and marking tools. Some chests even have a drawer sized to fit Machinery's Handbook, the 2800-page machinist's bible.
In the United States, there are several sources for tool boxes like these:
H. Gerstner & Sons -- The "classic" purveyor of fine wooden tool chests; their products are made in the USA and can be quite (read: outrageously) expensive. They occasionally sell discontinued and imperfect products at a large discount.
Gerstner International -- a subsidiary of Gerstner & Sons. Smaller selection of products, manufactured overseas, and sold for (slightly) lower prices than their USA-made equivalents.
Grizzly International -- offers a selection of maple and oak toolboxes, manufactured overseas, sold at discount prices
And, as previously noted, Harbor Freight also sells an inexpensive wooden toolbox.
