I would say Parker - certainly if you're looking at a worldwide perspective. Sheaffer's have only a very small presence in the UK/European market.

Worldwide I would also say Parker.
I know Parker pens since I was a kid, you could buy everywhere Pelikan, Waterman, Parker, Montblanc, Faber-Castell, ... to name the big ones.
But never heard about Sheaffer at that point of time.
In Central Europe Sheaffer was and is no big player (in opposite to Parker).
Parker pens were produced in the US, Canada, Denmark and for a long time at Newhaven, UK. Many of the UK and Danish pens were unique to those countries. Parker had some form of link with Osmia in Germany which produced the Duofold for the European market for a time. I believe they are produced in France now. Many other companies in the US and elsewhere produced pens heavily influenced by such Parker models as the Duofold and the 51.
I think Parker would be better known worldwide.
Adding to Eachan's post, they also had a production presence in South America as well. Globally, even though I'm a Sheaffer guy, my money would be on Parker as a name better known around the world.

This person has asked this question on a number of forums, even non pen forums. Not sure why or even if it is a genuine person or question.
As far as I know there are no facts to be ascertained, it is just an opinion.

Well, if you only consider what people like us say on pen forums, yes. But both of these are long-standing, international companies. Dedicated research could easily turn up sales figures, and a quantitative answer could eventually be derived. And while famous is a pretty vague measurement, global reach through total sales would certainly point to a reasonable reply to the question.
